Putting the data together

On January 29th, 2023, the Pennsylvania Supreme Court voted to allow challenges to the restrictions on state funds imposed by the Pennsylvania Abortion Control Act of 1982. It is a significant victory for women’s rights in Pennsylvania.

Reproductive Autonomy

The excitement over the ruling focuses on Section (c) – Public Funds, which restricts the use of public funds to pay for abortion except to avert the death of the mother or the pregnancy is the result of rape or incest. Supporters of reproductive autonomy and reproductive health argue that restricting the use of public funds discriminates against poor women who are likely to be Medicaid recipients.

We have created a report based on the data from the Guttmacher Institute’s “State Funding of Abortion Under Medicaid” and the Annual Social and Economic Supplement. The report identifies the number of low-income women on Medicaid, categorized by state, and the type of abortion restriction that affects them. We encourage you to explore the report here.
